Bolívar, Bello y Portales tuvieron temperamentos muy distintos, pero el trío compartió un fuerte sentido práctico. Para ellos la patria grande corría peligro ante el expansionismo de Estados Unidos en ciernes. El Libertador sentenció que “jamás conducta ha sido más infame que la de los norteamericanos con nosotros”; Bello tasaba a EEUU como “república maquiavélica”, “de todas las naciones antiguas y modernas, la más odiosa a mis ojos”; y Portales preguntaba, “¿por qué ese afán de los EEUU en acreditar ministros? Yo creo que todo esto obedece a un plan combinado de antemano y sería éste: hacer la conquista de América, no por las armas, sino por la influencia en toda esfera. Esto sucederá, tal vez hoy no; pero mañana sí”.

Washington ha lanzado una campaña planetaria anti-China, la que, en su arista tecnológica busca alineamientos para bloquear que comercialice en el mundo el 5G. En Chile esa influencia se ha hecho sentir: Colombia, Perú, México y Brasil en nuestra región, han dejado a Chile atrás en su implementación.

Esta nueva generación de internet inalámbrica es el centro nervioso de la nueva economía digital, clave en la competitividad futura. Los asiáticos lo tienen claro, incluso el aliado preferente de Washington en medio oriente, Arabia Saudita, pactó. La misma Europa también lo hizo: 47 contratos de 5G de telecoms europeas (desde Telefónica a Vodafone) han sido firmados con Huawei, no obstante ser cuna de sus dos únicos competidores globales en 5G —notoriamente más caros—: Ericsson y Nokia.

Ni Reino Unido, Francia o Alemania le han llevado completamente el amén a EEUU. Sus agencias no han podido encontrar el “back door” para la ciberdelincuencia china, y el lobby industrial europeo, no queriendo llegar atrasado a la explotación del 5G, ha recordado en cambio el espionaje estadounidense a los líderes europeos en 2013.

El inmenso horizonte empresarial que ofrece la transformación tecnológica de la internet inalámbrica no deja indiferente a nadie: ciudades, agricultura y casas inteligentes, telemedicina y teleeducación. ¿Quién querría perdérselo por la frustración estadounidense de no tener empresa alternativa de 5G? En Chile tenemos demasiado talento tech despierto para que el regulador duerma una siesta.

Es delicado sobrevivir hoy entre dos potencias odiosas. Una que venimos conociendo hace 200 años y otra que, como presagiara Napoleón, despierta y recién influye en Chile. Pero los porfiados hechos son claros al menos en esta batalla: ¿cuál ofrece competitividad digital, creación de valor y cuál una cruzada anacrónica? Sin el beneficio del trío soplándoles al oído, otros ya han elegido.

An American campaign against Chinese 5G?

Bolívar, Bello and Portales had very different dispositions, but the trio shared a strong sense of practicality. For them, the great motherland was in danger from the budding expansionism of the United States. The Liberator sentenced that "never has a conduct been more infamous than that of the Americans toward us"; Bello appraised the United States as a "Machiavellian republic", "of all ancient and modern nations, the most hateful in my eyes"; and Portales asked, "why this eagerness of the United States to accredit ministers? I believe that all of this obeys a combined plan beforehand and it would be this: to realize the conquest of America, not by arms, but by influence in every sphere. This will happen, maybe not today, but tomorrow it will".

The U.S. has launched a planetary anti-China campaign, which on its technological side seeks to block the commercialization of 5G in the world. In Chile this influence has been felt: Colombia, Peru, Mexico and Brazil in our region have left Chile behind in its implementation.

This new generation of wireless internet is the nerve center of the new digital economy, key to future competitiveness. Asians know this, even Washington's preferred ally in the Middle East, Saudi Arabia, signed on. Europe itself has also done so: 47 5G European telecoms contracts (from Telefónica to Vodafone) have been signed with Huawei, despite the continent being the cradle of its only two global competitors in 5G -notoriously more expensive-: Ericsson and Nokia.

Neither the United Kingdom, France nor Germany have completely surrendered to the United States. Its agencies have not been able to find the "back door" for Chinese cyber-crime, and the European industrial lobby, not wanting to fall behind in exploiting 5G, has instead recalled US spying on European leaders in 2013.

The immense business horizon offered by the technological transformation of wireless internet leaves no one indifferent: cities, agriculture and smart homes, telemedicine and tele-education. Who would want to miss out because of American frustration at not having an alternative 5G company? In Chile, we have too much tech talent for the regulator to take a nap.

It's tricky to survive today between two odious powers. One that we've known for 200 years and the other that, as Napoleon foresaw, is awakening and is just now influencing Chile. But the hard facts are clear, at least, in this battle: who offers digital competitiveness, value creation, and who offers an anachronistic crusade? Others have already made their choice.
